HI - If other users are muting volume because they don't want to hear speech
software, then perhaps he could stop his speech loading on start up, and use
a hot key to access it when he logged on -

Hi,
I have been asked by a network administrator if there is a way to disable
mute in the Windows volume control. He works at a school, and sited pupils
keep muting the volume control so that when a blind user logs on, they
have no sound, and therefore no speech. Obveously he can't just disable
the volume control as people need to be able to adjust the volume levels,
but if there was a way to disable the mute boxes that would be fine.
