[access-uk] Volume Control

Hi,
I have been asked by a network administrator if there is a way to disable mute
in the Windows volume control. He works at a school, and sited pupils keep
muting the volume control so that when a blind user logs on, they have no
sound, and therefore no speech. Obveously he can't just disable the volume
control as people need to be able to adjust the volume levels, but if there was
a way to disable the mute boxes that would be fine.
