Sorry to be so blunt but I have my doubts as to exactly what the folks at vodafone know, if my experience is anything to go by along with this, its not a lot.

I phoned Vodafone today and was told that the 195 facility is now charged at 15p per minute. Interesting? I wonder if there is any written evidence from Ofcom about this?
