[access-uk] VIP Conduit website

A press announcement was posted to another UK list earlier today about the VIP 
Conduit site.  Its an American organisation and there's a lot of stuff you 
would find else where on the technical front, including tech tips and 
downloads.  Its also described as being for VI people and their families, so I 
guess there will be a community section of significance to American users.

In spite of the dreaded VIP witticism which personally I loath, its another 
useful source ofinfo.
