The message isn't necessarily a worry, and in fact can be turned off
for USB devices via Control Panel, System, Device Manager.  Expand the
USB section, and select each Controller in turn, right click,
properties, and in the Advanced tab, check "Do not Report Errors".
Then you won't be nagged each time about using a faster port.

Even at 5 years old, they may still be USB 1.0 or 1.1 - depends on
what sort of bargain price he paid.

George - not sure what you mean by "removed all USB ports?" Haven't
done 
that, I just deleted *unknown device* from within Universal Serial Bus

Controllers, before trying to reinstall the external drive.

What he does get, each time he plugs in the drive to the port, is that

message that says this device could perform faster..." referring to
usb 
speed, but I get that message myself at times, on this 2 year old
Vista 
machine, which I think has 2.0 usb ports; maybe in my case it is
telling me 
if my ports ran at 3.0 not 2.0, I'd be better off. With my friends
machine 
only being 5 years old, I'm pretty sure it's safe to say his USB ports
will 
be 2.0, and not 1.1.

All the above said, the external drive does appear to get installed by
the 
new hardware wizard, only after completion, does that message pop up
that 
says an error occurred during installation, and that the device might
not 
run properly.

?All very puzzling! -
