Hi Ibrahim, what it says on the page Chris gave the link to is that you don't need a licence if the box is capable of sound only, and is incapable of receiving or transmitting a video signal. As someone also said earlier, given that TV can be received and watched online anyone with a computer and an internet connection would need one.

Hi John.

Looks like the regulation has changed then because they were fine with my digibox only being used with a stereo a couple of years ago. If things have changed then I need to look in to buying a license.

Ibrahim, it doesn't matter what it's connected to, As the box is capable of
transmitting a video signal. Only if the box was not capable of receiving
and transmitting a video signal would it be exempt.
 If what you say were the case there'd be people left right and centre
avoiding paying the license by connecting the box for sound only.
 It would be good if you could post the particular regulation to clarify.

No you dont, if the box is only connected to a stereo then under the blind concession rules you dont have to pay.
