How do you start Narrator in Vista with key strokes, please?

The Eco PC I was so happy with has gone belly up, and the only option given
by the tech guys was a full destructive restore.  So all the settings they
did for me in the shop, the ones I had a sighted friend help with, and all
my installed software and user files, are gone.  How happy am I tonight?!

So, if I can get narrator going I can install Hal and make a start on it all
again.
