Hi George.Yes, that's true, but the scanner in question consumes a nominal amount of power, and its not as if your going to be using it all the time your on the netbook while unplugged is it? One scan might take off a couple of minutes of power from your battery, but in my tests I only noticed a slightly lower battery running time when scanning 20 pages of perhaps 15 minutes.

I use Cano Scan Lide200 which is the current range topping model, I tend to upgrade them after a couple of years because the newer models have advanced power management capability, scan slightly faster and have the option to scan at higher resolutions which means magazines and other glossy publications especially those with photos scan better. Either way, your looking at a spend of under £70.
