No this does not require any software accept Acrobat.
You can either pay as you post or have a pre-pay account.

Is this the "SmartStamp" software? If so, we use it here in the office, and
although it does cost us £4.99 a month, in addition to postage, it's much
cheaper than a franking machine, and we can top it up with a credit card any
time we like.

For anyone interested I have just used Royal Mail's Online Postage system for
the first time and I have found it to be totally accessible with Hal so I
assume other products ought to work well too.
Printing labels and envelopes is simple too as long as you have Acrobat
installed.
