Hi Ray,
I know it's off topic for the Access-UK list, but am responding here
as others on the list may be interested.
The Blind Homeworkers Scheme does still exist and is generally
administered through local authorities, usually under Social Services
departments. It is a supported employment scheme which is intended to
be more theraputic than a means of earning a living; it certainly does
not approach conventional self-employment and is probably not a good way
of starting one's own business. There are substantial limitations on
Access to Work provision for people on the scheme, with no support being
available for equipment or adaptations to buildings; the support worker
element of AtW is supposed to be addressed through a wage subsidy which
is supposed to be related to productivity. There are also complex
relationships between this scheme and various benefits.
You might like to take this up on the UKVIEMP employment list or the
UKVISE self-employment list.
