The gargling sound is the act of interpolating between the different elements of the phoneme table when producing the speech sounds. This artefact is evident on nearly all sample based speech synthesizers and there are usually certain words or dipthongs that emphasis this. Those speech engines that actually synthesize speech from the principles of generating pitch, noise and other sound elements more directly not necessarily suffer so badly and have the general advantage of being more efficient computing wise, however do not sound as aesthetically pleasing as the newer sample based speech engines. It would in theory be possible to make finer and better interpolations however one was to bear in mind the computing power required and technically difficulty in creating speech engines rises exponentially for any given perceivable gain. I wouldn't touch them with a barge pole unless they are built into something that doesn't allow you to change them. Alex on the Mac is very good quality. You even hear him take breaths when he is reading. It's personal preference, but I agree those voices are dreadful, apart from Sangita, who is really quite realistic in her own way.
