Hi Tony. A tool tip? That can be shut off I suppose. Likely its not the
same as pop up descriptions?

Hi Peter and Vanja

It is a start menu item that comes up for a short time after you install
a 
new programme.  However, I have never seen it come up for more than five
or 
six times after the programme has been installed, so am not at all sure
why 
you are having it appearing after three days Vanja.

It comes up as a tool tip right beside the start button when you open
the 
Start menu, and is not part of a programme menu or anything like that.
To 
the best of my knowledge it only appears in Windows XP.
