[access-uk] Re: Narrator hot key

There is no hotkey to launch Narrator on its own unless you create one
through the properties of the start menu shortcut. Indeed, Windows-U
will launch the utility manager and also launch Narrator (by default),
however you do not change those settings in accessibility options;
they're changed through utility manager itself.
