[access-uk] Mobile phone numbers

Hello All, I have been told about a mystery phone call I keep getting isn't
from the UK, So my question is does anyone know what Country uses 0531, I
am going to give the full number now as it is blocked from receiving calls,
so here goes 0531 247 3658, So far every time they call me there isn't
anyone at the other end so I have started to leave the phone off this is
only when these people call me so it will run there bill up for them then
they might stop doing it.
