I'm with T-Mobile on pay as you talk, and I have found it the best for 
non-contract.

The website is easy to use for topping up and checking your useage.

There are 3 pay as you talk tarifs to choose from, determined by how you use 
your phone; one is for mostly anytime calls, another is for mostly texting, 
and a third for those who's contacts are also T-Mobile users.

For example, I am on the 'everyone' tarif, and pay 15P per minute to any 
network at any time, and I pay 10p per text; this works for me, as I call 
more than I text, but for those that mostly text, there is a tarif offering 
cheap texts but more expensive calls.

Also at the moment [but of course this could change] T-Mobile on the tarif 
I'm on, are offering 20 percent bonus when I top up £50 within a 90 day 
period, which in effect, brings the cost of the calls per minute down to 
12p.
