As a solicitor, I think Gordon is right.   
Support workers may be unwilling to put in PINS in case they are ever
accused of impropriety in the case of any disappearing funds.

It is not against the law but you would be breaking the conditions of the
credit or debit card issuers who would refuse to refund any money lost by
fraud  should such a situation arise.

You should seek advice about this from your card company and perhaps an
organisation such as C.A.B as they might suggest some sort of power of
attorney, however you need to be very sure of the scope of such a move as
there are many pitfalls to be aware of.

Why not go in to a branch of your bank or building society and get cash over
the counter?
I am sure most financial institutions have guidelines in place to help
disabled people overcome such problems in branch.
