Have you tried popping a copy of the error into Google?
It often turns up some kind of answer with this type of thing.

Hi all - Since yesterday evening, every time I open IE [7] I get the message
that Windows host process [rundll32] wants to access the network, and that it
will open outside of Windows safe mode, do I want to allow it. As it's
publisher is Microsoft, I'm assuming it's ok, and click the yes button. I'm
just wondering why I am now getting this message? Anybody? -
