Yes, you can do it in Word 2003, and possibly some earlier
versions..

Is it possible to design an html form which can just be
completed and then printed out without your having to submit
it over the web?  It seems to my simple mind as though this
ought to be possible, and if so, then it's likely to produce
a much easier form to complete than a Word form or an Excel
form.  Any thoughts welcome.
