If someone  stole a chip  and PIN  card, they would only be able to
use it  in the shoos, if they knew the PIN.

If someone  stole  a chip and signature card,  the thief could very
easily  use in  in the shops  simply  by forging the  signature.
So forging a signature is easier than being aware what  the pin is
on  stolen card!
