Correct.  Hopefully, if it is set up properly, people &
lists should only get ONE such message, not one in response
to EVERY message. Though I have seen than happen in days
gone by.

and the auto response replies to it.

        I'm sorry to say that these are caused by people who
set up Autoresponders when they are out of the office.
         
        In an ideal world, they should set ALL their lists
to NOMAIL or temporarily unsubscribe.
