If it was the one on the recycle-it list, the price possibly reflected the
condition.
The Braille cells are about a tenner each, plus labour.
It may be that cleaning will do the job.
Try to get hold of some isopropyl alcohol and swill it onto the cells, wait
for it to evaporate and try again.

No, there not new machines. I don't know when they stopped making
them but this one is about 7 years old. It has had limited use so I
don't know if it just needs a clean or what. I don't know anything
about them, only I've always wanted one and this one was at the right price.
