Not always, Derek.  Quote often one can clean the pins using what is
called a "sonic cleaner".  I've done this many times.  Indeed one can
replace only the pins on many displays if absolutely necessary.

However in fairness, with older displays, parts can be difficult to
get hold of.

I agree yes.
However I do think that the way Braille cells are made is unfair to
the
paying customer!
If say just one pin was not  coming up, it's  ridiculous that the
whole
Braille cell needs to be replaced.
