[access-uk] FTP Explorer and firewalls

I wonder whether anyone could suggest what is causing the following 
problem.

With my XP SP2 system I cannot upload files to my web space (or even 
check what is already there) unless I first disable Sygate.  FTP Explorer is 
in the Application list of the latter set at Allowed, and it is also included 
in 
the Exceptions in the Windows Firewall. .

I tried the same thing on an old Win 98Se machine and had no need to 
disable Sygate in that case.  

I am sure that there must be a simple explanation, but it eludes me at 
present.

Any ideas would be much appreciated.
