RNIB  has this bulb in their catalogue.

Catalogue  number:  DH284ES Energy Saving Day Light Bulb.
For instant bright light. This bulb develops in to full brightness quickly
To 1200 lumens. 

I was hoping it would be ok  with  Dimmer  switch because
I wanted a bulb that will  go  bright quickly, as well as the
Ability to  dim it.

Using a dimmer switch with an energy light bulb not compatible will probably
just make it flicker and die quicker than it might rather than issue of
safety.  Most current Energy saving bulbs are not compatible with dimmers,
one that might be worth seeking out is the Osram Dulux El Dim.

The latter piece of info I got from www.energysavingtrust.org.uk just to
prove that I am not a light bulb nut.  I did know about the flicker bit
because the principle of dimmer switches is quite well known if you have
ever had electronics as a hobby.
