[access-uk] Downloading v streaming on a mobile

Hi, if there's a file which is 12 mb, a TNAUK publication for instance, will
I have to pay for 12 mb worth of data regardless of whether I listen to it
or download it? Seems like an obvious question but is the download size of a
file the same as the amount of data it will be if streamed?...cheers
