This creates a shortcut to the application's exe.

Where you then enter it's properties and create your keyboard shorcut.

I don't think you need to create a desktop icon in order to assign a hotkey
to an application. You should be able to do it by locating the application
and right clicking. Theres a shortcut tab in one of the menus.
