Alternatively, from Control Panel, select Display. Either will bring up the Display Properties dialog. Navigate to the "Desktop" Tab. Click on the Browse button. A My Computer type window will come up, where you will likely be focused in the My Pictures folder. Navigate to wherever you have stored your picture, and highlight it. Click the Open button. You should now be back to the Desktop Tab. So press the Apply button. All things being equal, your desktop will show your selected picture.
