Ian,

If you're unfortunate enough to be using Windows SE then it's a known
bug and there are various "fixes" out there, none of which ever worked
for me.

My computer has been like this for some time now. It powers off properly

after a restart. I suppose I could have done something about it but I
just 
never have got round to it.
