Here's an excerpt from a bbc news article:

*From 1 January, retailers can refuse to accept signatures if the customer has 
a chip and pin card.*

This isn't to say that they cannot accept signatures, just that they can refuse 
them.  I think it would take a really hard faced person to refuse to let a 
blind or visually impaired person  sign if they want to.
