It's a Beta, and it's still buggy. That's why it's still in
beta.
Best bet is to go on to one of the IE7 lists, and seek
advice there.

Hi Listers,
Wonder if anyone can help out. This morning, my friend
decided to try out
IE7 Beta 2. After trying it out, she wasn't keen and
decided to remove it.
She went to add remove programs but when she tried to
uninstall IE7, she got the following error message:
"Internet Explorer 7 cannot be uninstalled by this user.
Please log on to the user account that installed the program
and try again."
She is the only user account on the computer so no other
user could have installed the program. She doesn't use
system restore so can't get out of it that way. Anyone got
any ideas as to how she can get this thing uninstalled,
please? Any help would be appreciated. She's using Windows
XP with all updates applied.
