Yes but I i think that only applies for the free post service under the
articles for blind rules.

I doubt mail to be sent "special delivery" can be picked up.

Anyway,   just to add to the  confusion, <smile>  one could use  parcel
force
the cost of sending covers  the pick up.
I always use  parcel force  when I send kit for repairs.
The cost is about £20 (if under 10kg)  which covers pick up  at time of your
choice,  delivery by 12:00 next working day. One can pay cash to driverm  by
cheque,  or over the phone  with card.
