My ISP [Plusnet] have this as easy to access info [or at least they did last time I needed it] on their website. I can't speak for other providers, but would be surprised if they don't offer something similar. Like you say, this can be important for some folks -

Does anybody know if there is something one can install which counts how
much one uploads and downloads so as to give one a total? If not, how does
one know how much and close to limits?
