Very carefully, remove the caps from the cells and at a
time. Remove the pins one at a time with a pair of tweezers
and clean them. (They will be different lengths). Carefully
clean and dry the caps also.  Take care replacing the caps
to ensure the pins all come up through the holes before
pressing back into place.

Peter took the thing to bits, but he couldn't get inside the
block of sells. 
Any ideas? its still the same now, so he didn't do it any

In all probability there is a build up of dirt round the
foot of the pins preventing them from dropping right down,
so cleaning from the top isn't going to work.  Having the
unit professional cleaned will still cost a lot less than a
replacement note taker.
