Yes, I read somewhere that this won't be available in London until 2007,
so I think they actually have that right.

Hi all,
I have tried channel 926 which is indeed BBC1 but there is no Audio 
Description there.  I phoned NTL who say the service does not exist, nor
did 
they know anything about a special remote control.
  According to RNIB Broadcasting Department the service may be in some
parts 
of the country, but not in London until 2007.
My immediate reaction is to chop down the trees which stop me receiving
Sky 
and also Freeview and change to one of these services.  Unfortunately
the 
trees are subject to a preservation order.
