I have reseved assistance from the local authority for a computer and
such when going to university many years ago are local authority
structure is a bit different from England and Wales the local government
is  broken up somewhat the Belfast city con has no remit for social
services or schools so it was the Belfast education and libery board
that give me the grant

Ah, yes.  It was a grant from the local authority and not the DSS
(Department of Social Services).  It was so long ago and 4 pc's since
then... paid for by me, incidentally. Barry H
