Does it happen if you set "early_desktop_switch false" in 3ddesktop.conf?

This is a bug.  I will fix it.

I think the number of rows is a convention that only exists inside of
the applet (or perhaps metacity) and I don't think there is a way this
can be discovered or queried by external apps but I could be wrong.
