Tom,
I just re-read your post again. IMHO, you should never exclude any
features that you deem important to your project. For ex: if user
registration is something you need to have, don't leave it out.
Let the vendor(s) decide what they can and can't do based on your
budget. That's their job! The worst they'll say is that some features
can't be provided based on what you said you can spend. If that
happens, you can either use your budget reserve to pay for them or
simply eliminate those features not essential to the project.
