Hi Jeff...This email was stuck in my Bulk folder...so now I see you were asking 
for feedback.
In general, RFPs such as the one you sent out seem very risky to me, as someone 
who has responded to many, often successfully. For instance, I'd be interested 
in bidding on this with a Web/software shop that I work with frequently, except 
the amount of time to figure out exactly the details as to what is wanted, plus 
time to prepare and make a presentation, seem substantial. 

A better RFP would itemize exactly what you mean by the functionality, and the 
flexibility, and then I would propose you offer to pay a selected few to 
present their ideas before awarding it. 

Alternatively, your RFP could be two phases: planning, during which a detailed 
functional specs and possibly wireframes would be done, and then 
implementation, training, etc.

Otherwise, I would be suspicious of any shop who told you they had enough 
information to bid accurately on it, based on the info here.
