Hostway will waive the setup for WPO members but not sure if they will do so
on the value plan I'm checking into that for you.

There's another company called Laughing Squid http://laughingsquid.net/ that
specializes in sites for individuals, artists and not for profits and has a
basic plan for $12/month with no setup fee if you get it for a year in
advance. I've heard good things about them but never used them nor do I have
any personal knowledge of their service.
