all good points.

not having done such my project myself but aware of some of the larger
implications from a production view, you also need to consider:

* design this functionality in from the beginning! it may take longer
to plan and implement upfront but it's likely to be a hell of a lot
cheaper/easier than to do so using an existing site because of the
"stripping" of page elements. shoe-horing in functionality after
something is built is a real pain and not always successful.

* unless the site is very small or infrequently updated, it probably
makes sense to centralize all site content into a database. 

beyond some of the other obvious advantages of this approach, it allows
you to "templatize" your site so you can serve your content in
different looks and feels with minimal work (e.g. minor alterations to
the display layer via templates).

so, for example, one version could be the full experience and the other
ould be accessibility complient, yet the content remains fundementally
unchanged.
