Brad from Rudder Finn seems to have a grasp of your follow up question, 
since he's done this before.

I don't think it speaks to cost as much as it speaks to knowledge and 
ability. Basically, you're dumbing down a site to the point that you are 
using less graphics. Maybe you add in some sound here and there to guide 
people.

I would say, if you're going to be building a large-scale web site for a 
corporate client, my best guess...and I'm only guessing here because I've 
never done it, is build in about 20 hours for research (that may not be 
billable time though, because the client expects you to know these things).

As far as navigation, Brad hit in on the head when he said keep it text 
based...so that's costs you nothing, in fact, it saves the client money from 
graphics/images needing to be constucted.

There are various HTML resources I'm guessing must be applied, so it's just 
a matter of knowing how to make it work.

Oh, I just remembered...there is a great book called Designing with Web 
Standards by Jeffrey Zeldman. That's where I read about gov't compliance. I 
totally forgot about that. It's published by New Riders, who publish a lot 
of great books on CSS and Web Standards.

If you are doing a google search, search for the term "web standards," that 
may get you started.
