One of the best resources is the BOBBY resource,
(http://bobby.watchfire.com/bobby/html/en/index.jsp), but this is by no
means the most comprehensive.
The best benchmark is the Government's 508 standard
(www.access-board.gov/508.htm), which goes well beyond Bobby. We've built a
number of website for the government that exceed 508--if you plan well and
know what you are doing, its really not that tough.
A few basic guidelines:
**Never use an image for Navigation when text will do (always use text!)
**Make sure you site's page layout will allow for text increases (ie layout
still makesn sense when some choose largest text size).
**create skip tags in HTML code
**make sure alt tags go beyond normal descritions and actual provide
content/menaing to the images.
In my humble opinion, most of these guidelines should be followed for most
websites, regardless of accessiblility needs.

I'm assuming that he means what does is cost in extra development time to
take into consideration accessibility issues, for example making the site
compliant for the hearing or visibly impaired with either text or audio that
can be accessed automatically when you visit a web site.
I don't have any resources, but I'll look around. I did learn a little about
this in my last semester at NYU.
These types of issues are really relevant to the health care industry or the
government, whose regulations require that web sites need to be accessible
for the elderdly and the handicapped.
