I typically assume that the client is going to need content  
development/writing services and then modify the proposal if they  
adequately convince me that they don't. This involves a good deal of  
Q&A on my part to either discover that they do, indeed, have the  
content or the ability to prepare it or to demonstrate that they do,  
indeed, need my content development services. I'm trying to get away  
from widely held assumptions that content is an afterthought.

This won't help you in your current situation, but hopefully it's been  
worth chiming in. In your particular situation, I would probably create  
some kind of inventory or spreadsheet showing exactly what content and  
functionality is in scope, what has already been done, and what still  
needs to be done that's both in and out of scope. In other words, let  
Excel be the bad guy so you can be the good guy in the negotiation.
