I have done the same, ending up doing a lot of editing beyond the scope
of the project. I now budget for it up front and tell clients that content
editing and formatting is part of the service I provide. It's an extra step
to show them that writing for the web is a different skill than writing for
print or other media - but in the end, clients notice the improvement and
I'm compensated for the extra effort.

If they are writing the content I just ask them to make it as web friendly
as they can, and give them a few tips. I'll then prepare it for the web, using
my judgement if they don't provide direction.
