[webproducers] questions about proposals

I've had several questions regarding proposals and what to put in them 
and perhaps more importantly what not to put in them.

What does everyone think?  The big question is that in this economy it's 
tough to get paid for a comprehensive proposal so what do you do? Do you 
have a rough proposal with a ball park figure and wait until they sign 
the contract to propose your solution? But wait then how can you get the 
business if you're not proposing a specific solution?  But if you spend 
a good deal of time on a solution the client can easily use your 
proposal with another vendor (it happens in ever industry so what's the 
way around that?).

What are people putting in proposals from small informational websites 
to large sites with functionalities does anyone have a good answer?
