I agree with all of Zahid's points, particularly #1, #5 and #7.  The end 
user is the primary audience, and every intranet is as unique as the company 
that uses it.  Find out what that audience wants most.

The only "killer app" I have encountered for all companies, large and small, 
is some variation of an up-to-date online staff search - no matter how 
simple.  If, along with accurate names and contact information, you can also 
provide information that gets people the answers to the "who" and "how" 
questions ("Who do I ask about...?", "How do I do or get..."), you will win 
the ROI strategy with management and the usability strategy with the staff.

Then you can build on that trust.
