Chris - I' d do the following

(1) Find what the users want  not the management
(2) How it can benefit the organisation
(3) What the technical infrastucture is - what server OS are they running,
ie Unix, Linux , PC, mac Web Server etc
(4) Look @ browser variance
(5) Empower the users - Content Management Systems + Training - cost issue
(6) Levels of control over content - editoral issues
(7) Involve   the users all the way through
(8) Use flash where it's needed
(9) In theory, a good controlled environment for usability testing,  since
you know your audience,
 in practice a minefield
