You are right, it looks like a design agency and very soon it will only Creative
Lab separated from the technical development group.
About the risk - it should go without saying that less expense means lower risk
and more opportunity to ensure that goals are met. Besides the cost there is one
more risk-decreasing factor - a very wide expertise and knowledge in every IT
area.
