I can't recall if you're looking for open source only...if so --
Wordpress with a few plugins might do the trick.  WPRemix (www.wpremix.com)
is a nice set of templates + a plugin to make it more CMS like.  I've also
used some of the plugins from <

http://wordpressgarage.com/wordpress-as-cms/10-plugins-that-will-make-wordpress-into-a-cms/>
to accomplish the CMS aspects.

If commercial products are okay --

Speaking of "light cms" -- http://www.speaklight.com/ -- I've demoed this
product and it looks pretty easy to maintain. Not sure of backend
integration, they do have a custom form component but not sure if there is
an API built in.

In a previous life I worked for iModules Software (www.imodules.com). (I
left there in December and have no personal stake in the company. It is a
decent product that I think could benefit some organizations.)

 They have a large, somewhat flexible CMS system with a really powerful
database backend, which they provide as an SaaS solution. No code or servers
to maintain on your own.  It includes email marketing, member directory,
member profiles, member blogs, online events, donations, custom forms, and
an okay API for data exchange -- along with a pretty decent CMS.  It is a
complex beast, and implementation is about 6mo (depending on your data and
design needs; can be as little as 4mo).  They've primarily focused on Alumni
organizations but do have some other types of clients. Not sure if it would
work for your needs but there are some cases that it works well for.  If you
