How about attaching a suet cage to the house right where the downy is pecking?

We have a downy woodpecker that has been pecking at our house every day,
causing damage to the siding - making unsightly brown holes in the off-white
siding. He has always been pecking at the same part of the house. Why is the
woodpecker pecking at our house? Is it because of insects? Does he want to make
a little burrow for himself? Is he calling a mate? But I don't think this is
the time of the year for it.
What can I do, short of taking down all the bird feeders and removing all the
food, which would prevent us from seeing ANY birds?
